You are right. This was a violation. The wrong procedure was performed intentionally. Despite the advice of the storeman that the job requires 8Ds the engineer decided to use 7Ds. The engineer had his reasons for this decision: The 7Ds were previously in place, withstood the pressure difference, there where not enough 8Ds in store and it would have resulted in a major delay to wait for the correct bolts, etc.... However, it was the wrong procedure intentionally performed - a clear violation. However, it generally takes more than one single error to cause an accident.
